My TTZ is about 1/2 as loud as my NAZ was with the same exhaust. I had an NA with headers back to test pipes, then Greddy SP exhaust. The test pipes made the exhaust fairly raspy. I was about to install two glass packs as resonators, when I came into possession of an HKS resonated h-pipe. I installed the H-pipe, and viola! the raspy tinny sound was gone, and it was much less boomy. I would think that if you just had a resonated h-pipe and the resonators installed in the mufflers, you would be getting near an acceptable spl level. It won't be easy without good mufflers though. Maybe you could open your mufflers up, and increase the fiberglass and steel wool packing content? I noticed on my NA that the GReddy mufflers made the car boomier inside, and the test pipes made it a bit raspy, even with the stock mufflers installed. Honestly, I couldn't tell any real power difference with the test pipes. It was not worth the noise at all. I think a good cat back is all that is necessary on an NA. I had the headers, and they did help out the mid-range torque and improve the sound, but were a nightmare to install by yourself without pulling the motor or trans. Plan on 6-10 hours of knuckle busting fun if you go headers...and pray you don't break a manifold bolt. Yikes. They did look good, though. If you can actually peek around to see them down there.
